Summary/Abstract: The aim of this thesis is to compare the Post-keynesian employment policies with the utility program in order to evaluate and make some contributions to the utility program. For this, a questionnaire study was conducted on workers employed by the government in the region of TRA2 and the results were analyzed by using SPSS packaged program. According to the results of the survey, it can be said that the utility program has in common with the Post Keynesian employment policy named the ELR program. The survey revealed that the utility program is a short run program in decreasing unemployment and workers feel appreciations from the program. Yet, one of the results put forward that workers are not hopeful of getting new jobs in the private sector after the program ended. Thereby, the government has to open some training program for the workers and has to extend the program date.
