Summary/Abstract: There are many features shared by electronic and printed book. Finland is known for its comprehensive library network, high user and lending rates and effective use of technology and information networks in libraries. The Finnish library system is an organised, interactive network based on extensive use of information and communications technologies (ICT) and information networks. The vast majority of Finns are regular library users. Library and information services promote equal access to education and culture, reading and art appreciation, constant development of knowledge, citizenship skills, lifelong learning and internationalisation. In Finland the guiding principle in public libraries is to offer free access to cultural and information sources for everyone irrespective of their place of residence and financial standing. The Finnish Ministry of Education and Culture outlines library policy guidelines and regulations for the parliamentary decision-making. The Ministry’s work in the library field is driven by aims and government targets set in the Government Programme and in specific strategies .
