Summary/Abstract: In this age, the increase in the innovative performances of countries plays a key role for economical and social improvement, welfare and development. The countries that have innovation policies and systems are progressing in the race for development, and are succeeding in reducing inequalities with the help of innovative ideas. Growth and GNP per capita are higher in countries that have technological innovations. (OECD OSLO Manual 2005, Alas R., Tafel,K., Tımlik K. 2007)
