Summary/Abstract: In our country, until 1980s, the policies about housing production have been insufficient and the mass housing applications desired to be implemented throughout the country have not been fully realized. With the "Mass Housing Act" issued in 1984, it was aimed to meet the desired housing presentation by establishing the Public Housing and Public Ordnance Administration. However, inadequacy of resources and ineffective working strategies have not been achieved. Then, in 1990, the Public Housing and Public Partnership Administration was divided into two, and the new institution, which was organized as the Housing Development Administration, was given important authority on housing production. The Law on the Amendment of Certain Laws and Decree Laws No 4684 issued in 2001 and the Mass Housing Fund were abolished and the "Urgent Action Plan" held in 2003 played a decisive role in the transformation of TOKI. This study focuses on TOKI, which has become the strongest actor of central intervention in the planning discipline in the post-2000 period in terms of neoliberal policies. It is aimed that, within the context of the declaration, TOKI's becoming a powerful planning authority for local intervention will be questioned within the framework of post-2000 legal regulations.
