Summary/Abstract: Current Focuses of Soviet Agricultural Policy The plenary session of the Central Committee of the Communist Party of the USSR on November 27, 1979 was devoted to the business plan of the following year and the state budget of the past and following years. In the session, the head of the State Plan-ning Committee, N. K. Bajbakov, and the Minister of Finance of the USSR, W. F. Gar-busów, reported on behalf of their ministries, and L. I. Brezhnev, as secretary-general of the party, held a more general "big speech" on economic issues. In the published ren-dition, however, his speech was not very extensive, so it can be assumed that some particularly critical parts, perhaps even some harsher attacks on senior state officials, are not fully contained in this text. Omissions or cuts are also evident in certain twists of the published text, such as: "Comrade Brezhnev continued…" or “Furthermore, com-rade Breshnew spoke…”, as they appear in the following excerpts, but also elsewhere in the text. The present translated texts of all three speeches are limited to aspects of agriculture to which the plenary seems to have devoted a great deal of space, but which are by no means the only theme. They are commented on in the article by K.-E. Wädekin on p. 211 ff. Of this issue. In the translation, which originates from the " Tageszeitung der sowjetdeutschen Bevölkerung Kasachstans" published in Zelinograd, some minor stylistic correc-tions were made, and in some cases also content corrections, based on the Russian original ("Prawda" of the same date).
