Problems of Soviet Agriculture. To the Central Committee Plenary Meeting of November 1979 and the Annual Results

Summary/Abstract: The breadth of space that agricultural problems in the Soviet economy continue to occupy has again been demonstrated by the published results of the ZK plenary session of 27 November 1979. Long stretches of Brezhnev's speech were devoted to them. In the regulation adopted by the CC, the section on agriculture took 14 lines, whereas the section on industry took only 11 lines, and investment and construction 8 lines, even though these two areas are also problem children. In the following, only the aspects concerning agriculture will be discussed, and accord-ingly the translated excerpts from the speeches of Breshnev, Bajbakov and Garbusov are se-lected (see pages 41-49 of Osteuropa-Archiv in this issue).
