Summary/Abstract: Ukrainian innovation market main disadvantages elimination actualizes special innovation activity mode issue are named. The key issues which slow innovation developing in Ukraine are insufficient funding of innovation activity and high tax pressure on innovative enterprises. Complexed government influence on defined objects of innovation activity special mode allows solving main innovation market disadvantages. Special regimes content is formed by the main legal ways to affect the defined objects. Legal construction of special mode is complicated with: firstly, pluralism of sections forming united system of relationships, secondly, diversity of horizontal (contractual) and vertical (managerial) connections, thirdly, particularity of rules interaction which regulate organizational and industrial relations, fourthly, the need to achieve optimal number of links to provide the effective functioning of the system as a whole. Therefore using such construction to complicated and multi-faceted system of innovation relations allows to direct optimal legal instrumentality to affect the whole system or separate elements to achieve intermediate and ultimate goals of innovation relation regulation. Special mode objects are formed. At the present time innovation activity legally established special mode fundamental form is special economic zone. And special mode object is innovative project. However, special mode may exist with respect to other objects and in other forms. It is determined that special mode form should correspond to any object features. Analysis of Ukrainian national legislation is conducted. It is proposed to consider public-private partnership as one of specially individualized economy management mode possible forms.
