Summary/Abstract: From the foundation of the Ottoman state until the 17th century there was a group of military, religious and civil bureaucracies positioned according to the principle of the "kul system" situated around the sultan. Since the 17th century, the bureaucratic structure has begun to deteriorate with the decline in the state administration. In the 18th century, the bureaucratic structure along with the limited reforms and the Tanzimat revolution gave up to the kul system. As a result, it has been moved to an elitist structure that can make independent and independent decisions in the country administration. After these developments, the military and civil bureaucratic elite group will reveal the first statesmen who have put their ideals into practice against the sultan's authority.
