Summary/Abstract: The disagreements between Yugoslavia and the Eastern Bloc countries on a number of important foreign policy issues could not be overcome in the period under review, despite numerous contacts. Even Tito's visit to the Soviet Union in mid-May, which was not prepared as usual by the incumbent Foreign Minister, but by his predecessor Minic, established "divergent views" between Tito and Brezhnev. Yugoslavia continued to avoid any criticism of the People's Republic of China. There was also a disagreement regarding the upcoming Non-Aligned Conference in Havana: Although Yugoslavia had not joined the criticisms made by some countries about Cuba and Vietnam in order to preserve the unity of the non-aligned, Belgrade was voiced with disapproval the Eastern bloc, which divided the non-aligned into "progressive" and "conservative" and spoke to an alliance of the non-aligned with the socialist countries.
