Summary/Abstract: Financial disputes between citizens and institutions include great financial interest and complex consequences for both parties. This makes their regulation important and complex. The present law frame includes three main laws and institutions /commissions/ which use different procedures. It is very important to create a new, complex one which will resolve all these, including judicial control afterwards.
