Summary/Abstract: Elez Isufi remains one of the most famous fighters of Dibra region who led the province with other fighters the national war against Serbian forces during the period 1912-1921. After the release of Diber, he again engages in the establishment and consolidation of the state institutions. His efforts to resolve national issues continued during the years 1921-1924 but, unlike the war with the Serbs, in one event (movement of March 1922), where he had been the main protagonists in weakness or manipulated by rulers who had lost their privileges, seriously risked the stability of the government and the country for which he admitted that he was regretful. For this event which had a leading role, Elez Isufi we have been critical, because such action was against the efforts to democratize the country and to consolidate the state. Special attention was paid to his relations with Ahmet Zogu where lack of cooperation was displayed. This lack of collaboration originates from the first parliamentary elections of Diber in 1921 and continued until December 1924 when Elez Isufi was killed by Zogu I. In this article I have tried to give answers to some questions that are raised: What was the role of Elez Isufi in the first parliamentary elections in 1921 in the prefecture of Dibra? How many problems that appeared affected later the elections in the crisis events of December 1921 and the movement of March 1922? What factors encouraged ElezIsufi in this event? The Impact of the Kosovar at ElezIsufi. What was the relationship between E. Isufi and A. Zogu and later with F.S.Nolin till the end of his life?
