The common security and defense policy: Review and Prospects

Summary/Abstract: This article brings arguments in favour of an effective EU Security and Defence Policy. “It is necessary tomake a balance and think the future of the Common Security and Defenmse Policy (PCSD) to inform theEuropean Council. Taking into consideration the international tensions; the publication of the French WhiteBook on National Defense and Security; the permanenece of the economic and financial crisis, which affectsthe European Union and its defense structures; at a moment when the US pivot to Asia gives it moreresponsibilities in security, it is convinient that all actors who can propose concrete action to the relaunching ofthe CSDP do so.Moreover, the concept of European identity, essential to know what we want to defend, covers very differentrealities, depending on the people it is addresed to, European citizenship remains a largely abstract concept formany. The following reflections are articulated in four parts: after a review of the context, we try to identify thereasons for the apparent failure of the Europe of Defence and open the analytical perspectives beforesuggesting concrete ways of recovery.”
