Summary/Abstract: The article examines the events related to the negotiations and signing of the Treaty of Neuilly – 1919-1920. Moreover, the author explores the conditions for signing international treaties, under the Tarnovo Constitution, as well as parliamentary debates over the ratified amendment of its article 17, voted in 1911. Furthermore, the positions of the Bulgarian delegation during the Paris negotiation are presented. The parliamentary debates devoted to the negotiations, and afterwards to the signing of the Treaty are elaborated in detail by listing positions of the government and members of parliament. The article presents an analysis of the constitutionality of actions undertaken by the Government, Parliament and Monarch. The research provides detailed citation of statements and letters from leading politicians in the course of the negotiations and signing of the Treaty of Neuilly.
