Summary/Abstract: The subject of analyses is the functional aspect of the local governments’ practice in the sphere of strategic planning. The author of the article, exploring the data from the analysis carried out in 2015 on a sample of 158 strategic documents, is looking for answers to the question of the causes and occurrences of making wrong strategic decisions in programming the development of municipalities and counties. Referring to the concept of apparent actions she identifies the fictitious character of the undertaken actions. The author defines the scope, formation mechanisms and the estimated consequences of the actions.
