Summary/Abstract: RESEARCH OBJECTIVE: The main goal of the paper is to analyze the role of International Organization for Migration in the management of international migration. THE RESEARCH PROBLEM AND METHODS: This paper explores the theory of global public, timing to investigate to which extent the migration management at global level can constitute a global public good. The author applied a case study approach, analyzing the history and the evolution of IOM. The main emphasis is put on the investigation on how the organization is able to reconcile the diverging interests of stakeholders (i.e. to manage the migration for the benefit of all), including destination, sending and transit countries. THE PROCESS OF ARGUMENTATION: The article consists of three sections. The first one introduces the concept of global public goods within the frame of migration management at a global level. The second section describes the history of IOM and the evolution of its activities. The third part presents some examples of IOM’s activity and investigates to which extent the organization is able to reconcile the diverging needs and interests of different stakeholders, involved in a process of migration management. RESEARCH RESULTS: The example of IOM clearly shows that the creation of a global public good in a case of migration management is difficult, but possible. In spite of some controversies involved with this activities, IOM – taking into the account its financial and political limitations – is able to fulfill its tasks in an efficient way, which reconciles the needs of most stakeholders. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: The criticism towards IOM strangely resembles the argumentation against United Nations. In both cases, this negative opinions do not take into the account the real possibilities of both organizations due to political and financial limitations.
