Summary/Abstract: This text is a lecture that Rainer Faupel gave in Belgrade on 21.04.2009. Few years ago on the summit of G-8 in Berlin he also gave the lecture about the Rule of law.. In this text he talks about general definitions of the notion of the Rule of law, but also pays special attention to some social, cultural and political factors that must be fulfilled if we want to establish the Rule of law in one country. In that sense he pointed out several factors, such as education in professional and ethical standards, building confidence in state institutions, the role of free press and media, cultural changes, political support, etc.
