Summary/Abstract: A particular educational measure consisting of intensive supervision conducted either by the parent, the adopter, the custodian or a social welfare center’s representative seems to be one of the most commonly imposed measures for juvenile offenders in the majority of countries. Serbian legal system has been promoting special status and treatment of juvenile offenders since 1860. Nevertheless, Act on juvenile perpetrators of criminal acts and the criminal legal protection of juveniles, which came into force on January 1st 2006. has been the first act to include substantive, procedural and penitentiary prescriptions on minors as actors of criminal offences completely separated from those referring to adults. In spite of all the advantages of the abovementioned law, the implementation of some of its provisions, particularly those referring to the intense supervision, does not seem to be sufficiently effective. Since juvenile transgression appears to be a global problem, analyzing and adopting the experiences of other countries that are facing similar difficulties might contribute to the development of innovative solutions and improve current practice. Two rather divergent legal systems - of Italy and Finland and their means of prevention of juvenile delinquency represent no more than illustrations whose positive aspects should be considered and, if possible, adopted. Accordingly, this paper attempts to highlight exceptionally significant and active role of the Social Welfare Centre in Finland and a unique diversion of criminal procedure against a minor in Italy as utterly specific and potentially beneficial solutions.
