Summary/Abstract: The article presents the results of the research made by Baltic Sea Region Observatory. In high innovative societies an extra focus is put on the cooperation in clusters that connect industry, economy self-governments, universities, research institutions and local governments. The chapter describes the usage of cooperation between the administration, science, industry and its contribution to sustained development in Sweden. This model has a long-term nature and is fulfilled consequently, efficiently, effectively and economically.
