Summary/Abstract: Treaty establishing a Constitution for Europe, signed in Rome on the 29th October 2004, formed an institution of the President of the European Union. It is a peculiar construction because the institution which is typical for European countries is being transformed into one fitting a multi-national organization. The European countries present various types of thepresidential institution. The President of the European Union is supposed to be a leader for many na-tions. It is not possible to base it solely on one country’s legal system, however a lot of similarities can be observed
