Summary/Abstract: The author analyzes the beginnings of Panavėžys Theatre, discusses the links between Kaunas Work Palace Theater Workshop (founded in 1938) and Panevėžys Cloth-cap Drama Workshop. In 1936 the status of Work Palace was confirmed. The purpose of the Palace was education of semi-educated workers and employees. All over Lithuania Cloth-cap clubs, reading-rooms, book-shops, theatre studies, and choirs started appearing en masse. The Ministry of Education instituted the tenure of amateur theater supervisor. The Work Palace instituted theatric workshops in Kaunas and Panevėžys and propagated theatric culture among workers and employees. In those activities J. Miltinis took part.
