The “Clean Energy for all Europeans” – a new proposal in the field of EU energy policy

Summary/Abstract: The “Clean Energy for all Europeans” package (so called “winter package”) presented by the European Commission in November 2016 aims at reforming some of the central pieces of EU energy legislation. New measures proposed are to increase energy efficiency, boost renewable energy usage, reform the European energy market, introduce new governance measures for the Energy Union, and support clean energy innovation. This article gives an overview of the package and presents some initial thoughts on its significance for the Polish energy policy and energy market transformation.
