Summary/Abstract: The text presents the development of the concept of Universal Postal Service in the context of building common market for postal services at EU level. A review of the postal reform in the European Union is made. The scope of Universal Postal Service in Bulgaria and in other countries of the European Union is compared. The major trends in the market of universal service are outlined. Some directions for optimizing the scope of Universal Postal Service and increasing the efficiency of national postal operator are derived.
