Summary/Abstract: Local communities (mesne zajednice) were first introduced into the Yugoslav socio-political system by the Federal Constitution of 1963, as a form of self-management to replace the earlier local committees (in rural localities) and dwelling communities (in cities). According to the Constitution citizens in local communities “exercise direct self-government in activities associated with the direct satisfaction of the needs of working people and their families” . In addition, under commune by-laws local communities may also be empowered to take charge of other affairs concerning the satisfaction of the communal, welfare and other needs of the citizens, and to regulate the mode of financing these activities.
