Summary/Abstract: From the adoption of the First Five-Year Plan (1947—1951) up to the passage, in 1970, of the Basic Law on Social Planning, planning, as part of the system of socio-political relations, developed in line with the fundamental changes in the system as a whole. The basic principles of planning are laid down in the Constitution and the Program of the League of Communists of Yugoslavia.
