Summary/Abstract: The extent of changes brought about by the new Constitution, their complex character, and the numerous problems created by transition to the new constitutional state, made the enactment of a separate law necessary in order to regulate the coming into force of the new Constitution, the implementation of its provisions, the establishment of Federal bodies, the adjustment of existing Federal laws to the Constitution, and also to solve other questions relating to its implementation. To meet this situation Article 258 of the Constitution provides for the enactment of a separate constitutional law to assure the transition to, and regulate the implementation of the new Constitution. The law was adopted by the Federal People’s Assembly in the same session at which the new Constitution was promulgated (April 7, 1963).
