Summary/Abstract: The article considers the question of the beginning of the Russian military administration in Bulgaria in 1878. The author analyzes the appeal of the Exarch to the Russian Commissioner, which comments on the nature and character of the Bulgarian Church Question. The text of the appeal testifies to the efforts of Joseph I in keeping nationalunity of the Bulgarians.
