Summary/Abstract: The originator of classical utilitarianism Jeremy Bentham proposed two instruments indispensable for the improvement of humankind: hedonic calculus and panopticon. Both together would give the Dominant Minority of society absolute power over the majority. In the end both were worthless: the calculus – because of the irreducibility of happiness to utility and pleasure; and the panopticon – because of its architectural sophistication and expensiveness. Nevertheless, Bentham’s idea of totalitarian control by means of permanent surveillance survived and was successfully implemented by other means: digital technologies and the ideology of politically correct thinking.
