Summary/Abstract: The Operational Programme “Infrastructure and Environment” is of a specific, base importance for the future Poland’s socio-economic development, compliant with the needs of natural environment protection. The resources assigned for the Programme accomplishment are mainly focused on transport development (70% of the total value of funds). The infrastructure is additionally expanded within the framework of 16 regional operational programmes and in the Operational Programme “Development of Eastern Poland”. As of the end of April 2012, a substantial percentage of the resources envisaged in various areas of the Programme was put into implementation (signed agreements), for example, 87% in the area of environment, 68% in the area of transport, 93% in the high school sector, 87% in the field of culture. The value of indices makes probable a full and timely accomplishment of the Programme. Disregarding the carried out corrections, there are still apparent certain weaknesses of the Programme. They include, inter alia: - relatively great eclecticism of the Programme’s structure (too large scope) which comprises transport, environment, power engineering but also higher education, culture, healthcare; - an objectively highly developed and multi-level form of Programme management, with a simultaneous deficit of professional staff and production capacities. It negatively affects timeliness and quality of project accomplishment and raises Programme’s costs. Unfortunately, selection of many cheapest offers made by Programme contractors, often without a sufficiently thorough control of their technical and financial condition, is improper. Also the current control of project implementation seems to be not thorough enough what is evidenced by a low quality of roads and motorways put into operation. Despite all this, one has to state that, at the present stage of the socio-economic development of Poland, the Operational Programme “Infrastructure and Environment” meets the developmental needs, though, in our opinion, too limited means are directed to transport development (particularly roads and motorways) as well as to modernisation and extension of the power engineering sector.
