Summary/Abstract: Is Russia heading back to an authoritarian state? About 80 percent of Russian media outlets are controlled by the government. Pro-Putin party Yedinaya Rossia now holds the majority of seats in the lower house of parliament. A St. Petersburg lawyer comes up with several legal suggestions designed to support the democratic development in Russia.
