Summary/Abstract: The process of transition has caused the structural changes in the economy of Montenegro, which have impacted the courses of development and strategic acting by the side of the State, with the goal of establishing of market principles and more efficient doing of profitable businesses. Beside the transitional reforms, it has felt the consequences of war happenings in surroundings, sanctions and international isolation, which has negatively reflected to the courses of economical, social and political occasions. The total occasions have created a new concept of social relations and a level of economical development. By the structural changes in economy, the State have had for a goal to achieve, by restructuration of enterprises, the productivity, efficiency and to accomplish faster economical growth. This process has been preceded by the Law on proprietary and managing transformation, which implied the abandoning of the model of social property, respectively the preparation for privatization of enterprises and structural changes in the economy.By the transformation of enterprises the increase of productivity in all sectors, establishing of a macro-economical balance, functioning of all productive capacities, increasing of the degree of participation in social product, national income and employment had to be provided. According to aggregate indicators of the national economy, the structural changes have not yet provided the balance of the total economy. The State has continually urged the private property, entrepreneurship and more rational market doing of profitable business. Tourism is the strategic determinant for the future development, which is in the essence sensitive to all social and economical changes. Social, economical and political stability are the assumptions for the development of tourism. Having observed the tourism from the economical aspect, the establishing of the harmonization of the economy and of the competitiveness of the national economy is necessary. The significance of the tourism is not only from the economical aspect, but it is observed from the sociological, cultural and social significance.
