Summary/Abstract: This study aims at analyzing the proposal of the presidential system suggested by the Justice and Development Party (AKP) for Turkey. At the first step, the basic regulations that the proposal targeted to impose on the political institutions will be discussed. In this context, displaying the inner logic of the proposal will show us what kind of political regime is targeted. The proposal of AKP has been criticized due to its crucial differences from the ideal type of presidential system, namely American model. Fort his reason, this paper, will handle a comparison between the American model of presidential system and the one contained in the AKP’s proposal. Another important point, that this study will emphasize, is how the presidential system is argued and legitimized in the public discussion. In order to legitimize presidentialism, it has been compared with the parliamentarism in the perspectives of manageability and sustainability. Besides, the potentiality of both systems to create crisis and to cope with them has been discussed. As a result, we could say that, AKP’s proposal gives priority to the president against all other political institutions like legislative and judicial organs. Though, the principal criticism is that the proposal ignores the important doctrine of democracy, the separation of powers and could result with the domination of one organ on others also give rise to questions about authoritarianism.
