The Socio-Economic Case of the Handicapped in Russian Federation and Turkey

Summary/Abstract: More than a billion people live with some sort of handicap in the world. Almost two hundred thousand of these people have remarkable difficulties in maintaining their lives. The issue of the handicapped will be a more concerning topic in the years to come, for it tends to increase. In addititon to the aging populations and the possibility of their becoming handicapped, diabetes, heart and coronary diseases, and some chronic illnesses such as cancer and mental disorders are on the increase and so become major factors in the high level of handicaps. Worldwide, compared with those not handicapped, the handicapped have worse health care facilities, lower educational success and economic participation, and higher levels of economic deprivation. The fact that the handicapped confront barriers on access to such facilities as health care, education, employment, transportation and knowledge may partly explain the differences between the two groups. These problems are more devastating in less advantaged societies. (World Report on the Handicapped) There are always handicapped individuals in societies. The states aim to relate them to life through legal actions and policies. In this study, the definition of handicap is made in accordance with the World Health Organisation, and issues in Turkey and Russian Federation such as legal regulations, statistical data, rehabilitation, social services provided for the handicapped, tansportation, education, health care, recreational activities and employment are handled and the cases in both countries are compared. The activities in this field of The Russian Federation, almost %9 (around 13 million people) of whose total population (146,3 million) is handicapped have been handled and classification of their levels has been made.
