Summary/Abstract: After II. World War Romania is a country that has been governed under the Soviet-ordination. However, towards the end of the 1980s after the collapse of communism, Romania began to transform depending from on the Soviet approach which was the tradition of central planning and socialist government to based on liberal ideology capitalism system In this context, Romania has been the neo-liberal developments in the world of acting in effect in the said period. This transformation in the Romania have led to many intellectual and institutional arrangements. This arrangement is one of the Romania Ombudsman, this study of constitute the basic issue. This study referred to an example of the conversion on behalf of depending on the structural-institutional and functional aspects of the ombudsman is to provide the information.
