Summary/Abstract: The aim of the article is to study the status and development of public education, health care and social support in the Komi Autonomous region. The author notes that the topic related to the functioning of the grass-roots government is poorly studied. The current analysis of the activities undertaken by the local authorities of the 1920s is essential. Knowledge of the historical experience can help to improve the quality of the government functioning at present. In the early 1920s, the social sphere in the region was in a difficult situation, but thanks to the work of the government, including executive committees and township leadership, a number of measures was taken to improve such areas as public education, health care and social support for the people in need. As a result, a gradual increase in the number of educational institutions and students, health care workers in the districts, and organization of social assistance was registered. The payment of pensions and benefits for the elderly, people with disabilities, war veterans, and military families was resumed. The studied data of the archives: surveys and reports of the government were used as sources for the article. The author comes to a conclusion that the districts’ executive committees have made a significant contribution into the development of the region.
