Summary/Abstract: This study aims to analyse the environmental grassroots movement against Green Road Project through the dilemma of economic growth-conservation. Energy, mine and road like infrastructure projects are realized among the country that is in the process of continuous economic growth to adapt global capitalism and to increase welfare. This process of economic growth providing increase in welfare despite of inequality of income distribution, inevitably causes environmental degradation and generates environmental movements against mine, plant and road projects particularly in locals. While Green Road Project with 2.600 km linking East Black Sea Plateaus aims to develop tourism, it also ignites a grassroots movement due to concern for environmental degradation. This study examines the grassroots movement against Green Road Project under 3 topics through the perspective of the Treadmill of Production Theory that is used in similar movements in USA. The Contradiction of Economic Growth-Environment topic states that economy of developing country opens natural areas to mass tourism, however 2.600 km of wider road threatens local life and nature. Difference between Use Value and Exchange Value topic declares the tension between use of plateaus for animal husbandry, recreation and local tourism and income increase and environmental degradation due to mass tourism. People against the project defend the use value and environmental protection while others supporting Green Road ask for income increase and planned settlement. Organization and Media topic shows the effect of national media and regional organizations on success of peaceful actions of grassroots movements against Green Road Project.
