Summary/Abstract: Under the Ottoman rule, the Nahiya of Yomra has an interesting administrative history with its three different capitals. When compared with other kazas and nahiyes in the Trabzon Province, this situation demonstrates a changeable character and is underresearched. On the other hand, the reasons pointing to developments in similar settlements can easily be interpreted in line with the changes in these capitals. Therefore, all capitals of the nahiya are the topic of the article. The aim of the study is to respond two different questions arising from these developments. These questions are to find out the real location of the capitals in the Nahiya of Yomra and reasons affecting the choice and the changes of these capitals in the historical process. Firstly, the attempt to determine the location of the real capital of nahiya in the XVth -XVIIth centuries revealed that Arsen, rather than Durana or Kovata, was the capital of the nahiya. Secondly, the process of changes in capitals- from Arsen to Durana then to Kovata and again to Durana- was examined analytically by discussing the reasons of the process. For this purpose, a comprehensive series of historical sources belonging from the middle of the XVth century to XIXth century were used and the impact of the parameters such as port, market as well as other different factors on choosing the capital was investigated by taking- the developments in other capitals in the Trabzon Province into consideration.
