Summary/Abstract: The article presents the problem of reforms to the Polish educational system and popularization of permanent education within the framework of Human Capital Operating Programme to complete in 2007–2013. The Programme, financed in 85% from the European Social Fund, comprises three priorities connected with that sphere of social activity, namely High Quality of Education (P-3), Higher Education and Science (P-4), and Development of Education and Competence in Regions (P-9).
