Summary/Abstract: This paper reviews background information on insider threat and provides arationale for the development of an evidence-based analytic tool to assess the individualrisk for insider threat. This tool, referred to as the RAIT is of value to security andintelligence analysts in military settings, in critical structure settings and inorganizations. The tool assists analysts in resolution of doubt decisions concerning thesecurity status of individuals whose trust status is question. It is also applicable toroutine re-assessments of individuals over time. Relevant risk indicators related toinsider espionage, sabotage, unauthorized disclosures of classified information andviolent extremism are structured into a standardized, systematic and reliabletransparent tool to permit the assessment of individual risk and the threat thatindividuals may represent. This paper will identify some guidelines for use and theindicators in the RAIT tool. The RAIT is consistent with best practice for risk assessmentand with other internationally recognized and validated risk assessment tools. The RAITtool supports, but does not replace the professional judgment of those mandated toprovide these security decisions.
