Summary/Abstract: The article analyses the most important problems related to governance of the Polish energy sector prior to the adoption of the 2030 EU Climate and Energy Policy Framework. The document was to introduce major changes in the Polish energy mix due to restrictions placed upon the emissions of the CO2 and requirements related to the renewable sources of energy. The paper argues that in fact this overshadowed the pre-existing management problems of the Polish energy sector, in many aspects more serious than the provisions of the Framework itself.
