Summary/Abstract: The contextual situation of the last years, especially the transition period, after December 1989, showed the fact that Romanian society was shaken by a various crises. This existing reality in all social life fields made the state' s institution - the first "attacked" by these dysfunctions - to adjust to the new type of society, meaning a big effort. In order to activate in normal conditions or even to survive, the state's institutions had to transmit to the public opinion a message regarding another type of identity. From this dynamic of modern society cannot be excluded neither the state's institutions activating in the culture field which had to handle complex crisis regarding the image and the public. These crises had a big impact concerning the public opinion and over the institution itself. In this context, the institution of the states was unprepared, not even regarding the public opinion relations but the direct communication too
