Summary/Abstract: The building of the Danube- Black Sea canal started in 1949. It was a soviet model. Specialists and advisors were to came from Moscow. The communist leaders were less interested in the economic finality of the gigantic construction then the politic one. The building yard was expected to be a true school in forming new communist personnel and also the easiest way to eliminate the politic adversary sent to work there until physical and psychical annihilation. The first steps in collectivization were made by massive expropriations. Nine months from the start of the construction nothing was going well, the qualified personnel and the strict schedule were missing. These problems were secret, the public opinion wasn't informed about the disastrous way of spending the public funds. Yet, in 1953 the leaders of the Romanian Workers Party (P.M.R.) ordered the temporary closing of the construction because of the big financial losts
