Ukraine and the International Cultural Cooperation

Summary/Abstract: In this article the attempt to expose the essence of the strategic priorities of the state connected with the expansion of the participation of the Ukraine in the European and the world cultural cooperation, with the integration of the Ukrainian culture into the world cultural area is undertaken. The analysis of the modern state and prospects of the international cooperation which is instrumental in introduction of the new going near a management in area of the Ukrainian cultural area is done.The main goal of the research is a searching of a new perspective in the conceptualization of the state strategic priorities concerning the enlargement of the participation of Ukraine in the European and international cultural cooperation.One of the priorities of state cultural policy is to expand the participation of Ukraine in the European and international cultural cooperation. The positive trend has become the facilitation of the cooperation between Ukraine and various international institutions through international agreements, international programs and projects, as the cultural organizations and public authorities.It is stated that the implementation of Ukraine participation in European and international cultural cooperation is possible under conditions of active politically significant cultural initiatives of an international character; initiation activities with Ukrainian art group exhibition of Ukrainian art festivals Ukrainian cinema abroad, etc. Particularly, Ukraine's participation in the program of UNESCO, accessing to the intellectual capacity of borrowing and useful experience, possibility of the using of material resources for the state of international action along the lines of UNESCO, offers opportunities for domestic cultural professionals to participate in international events, receive grants, scholarships, scientific and technical information, consultation. The most important part of the international cooperation of Ukraine in cultural sphere is the active cooperation with the European Union according the agreement on association.Among other areas of international cultural cooperation between Ukraine we have such as the following: forming capability of the system of cultural cooperation between Ukraine and foreign countries by joining the international agreements and direct connections between cultural and art institutions in other countries; participation in international and intergovernmental organizations; active penetration of Ukrainian cultural and artistic environment in world culture; state support for the implementation of the most significant cultural initiatives of an international character; the promotion of the participation of Ukraine in international exhibitions and competitions; cultural and artistic activities in areas where Ukrainian; assistance the cultural and information centers as part of diplomatic missions of Ukraine; the creation of a database of lost and illegally moved from Ukraine cultural values, work on their return; providing cultural cooperation with foreign Ukrainians.The international cultural cooperation, which is one of the important directions of the Ministry of Culture of Ukraine, its international activity corresponded to the direction of state foreign policy of Ukraine and implemented within the law are analyzed. To fulfill these tasks needed the formation and development of the international legal framework in the field of culture, planning and coordination of activities with the implementation of international agreements; and organization of international events in Ukraine and abroad, ensuring the participation of Ukraine in the projects and programs of international organizations; participation in international communication events (conferences, seminars, round tables); the supporting of international bilateral commissions; promoted a positive image of Ukraine in abroad.The process of Ukraine joining several international agreements, stages of the project "Intercultural cities:governance and policies for various communities," the initiatives of the EU "Eastern Partnership" are analyzed.One of the important issues of international cultural cooperation is defined as the involving of Ukrainian culture to the world cultural space. It is stated that the new political and socio-cultural reality intensified and diversified ways of integrating Ukraine into the global cultural space, provided a presentation of Ukrainian culture and art as separate, independent events, allow Ukrainian artists to write their own creative achievements in the modern world artistic process, gained a qualification to the World art-thought and recognition of ordinary viewers.
