Summary/Abstract: The Speakers welcome among themselves Bulgaria and Romania as full-fl edged Member States and express their support for their endeavour to actively participate in the activities of the European Union as well as in this Conference. At the same time they reassure candidate countries of the European Unions common approach to the enlargement process on the basis of a renewed institutional framework.
