Summary/Abstract: The purpose of this article is to analyze some aspects of the system of higher education in the Republic of Kazakhstan and Bulgaria, the professional training programs for teachers in primary education, to consider the professional competence and efficiency of the credit technology incorporation in education. At the same time the existing problems of training future elementary school teachers in working with children with disabilities are identified.
