Summary/Abstract: The future of communication based on information technology is uncertain because the options are endless and the speed of development is unknown. The consequences of such development the society feels already now, only fifteen years after expansion of information-communication technology. Among other unknown factors, the one is direction of hackers actions because the direction of ethical control of information society is unknown – freedom or life under control? Having in mind such new conditions, the United Nations have, by the resolution of the General Assembly, tried to regulate these results and development tendencies and organised therefore the World Summit on Information Society known as WSIS.
