Summary/Abstract: Famous Chinese military thinker, strategist and philosopher Sun- Tzu, the author of the classic, ancient and until today unsurpassed book The Art of War says in the chapter “Offensive Strategy” that “to subdue the enemy without fighting is the acme of the skill and art of warfare”. At the beginning of the 21st century the thought of Sun- Tzu seems to be affirmed in the planetary framework, in the form of the concept of control and domination of the USA in majority crucial world geopolitical regions, except the vast Russo- Asian and Chinese ones, as well as through the key global economic, financial, technological, IT, info- communication and propaganda mass- media flows in which has been inbuilt the latest US military info-communication- computer global power. Even today, not to mention the future, Sun- Tzu`s maxim is getting the widest possible meaning of subduing the “rest of the world” and mastering it without combat, in a “peaceful” and “soft” manners, by its enforced adaptation and amalgamation to the ruling values, interests, needs, institutes of the American super- power – as the apex of all skills. High- technological and highly sophisticated revolution in the US armed forces, specially the development of an all- embracing integrated global “system of systems” (C4I2) determines the very new form, character, meaning and task of the American global military power for the 21st century. The US leadership and supremacy in the field of “system of systems” ensures it the new, Sun- Tzu like, form, and source, of military and political power – the so called soft power as the capacity to (re) shape the world and control it without resorting to classical war. Warfare – “hard power” as it is known to us for centuries, is on the way to become an annex, an aid to the “soft power”, or the ultimate instrument of influence and power. In the third or fourth wave of the revolution in US civilian- military technological and scientific domain, an important change and new determination of the very meaning of the substance and future of war and warfare themselves, emerge. Radically new forms of war and waging of war – such as the non- lethal or virtual cybernetic war, i.e. the real war in the shape of virtual reality, or the doctrine of so called soft killing in the non- lethal war – are becoming of growing significance.
