Summary/Abstract: Public sector reflects the role, the behavior and the implement of state in economy with special respect to transactions that are carried out outside the market and are connected to deliver of goods for satisfying collective needs. Therefore public sector is not financed through the market but by the public state budgets, that means mainly by fiscal means.
