Summary/Abstract: Author deals with the issue of historical development of human rights with special focus on human rights in Roman Times. Human Rights as a legal phenomenon have a plantiful history of development, which is witnessed by numerous historical facts and events. The author systematically tends to explain the historical development of human rights, exposing the periodical image of their development. The paper puts the special emphasis on Human Rights in Roman Times, because the Romans reached a peak in the development of civil-private law, and in all four periods of the Roman Empire were owning consciousness of class structure in society with existence of slavery system. Theorists of natural law did not accept that the right of expression of will and standards was of some group or society, in fact they assumed that natural law is absolutely right and comes from nature and God’s will, or from the human sense. On contrary to those teachings in Roman Times there was a slavery system, whereas people-slaves were items, tool able to speak. God’s will and nature in such system did not have common ground, human rights were different for different classes, a slave owner was able to kill his slave, to sell it, give it away, and deal with it in other ways as if it treats with other things such as material parts of nature.
