Summary/Abstract: In this article, Governments and non-governmental organizations have been studied. Emergence of the concept of non Governmental organizations, the situation in Turkey, what extent they are independent from the organizations of Governments and the capital, causes of rapid increase, social and political dimensions of their activities, relation with democracy (whether it has democracy in itself or not), whom they are consist of and whom they are supported by, are some of the subjects which are taken in consideration.
