The impact of economic systems transformation on logistics systems

Summary/Abstract: The authors are studying the logistics system in the context of economic systems transformation. During the research of the economic systems transformation process, the authors distinguished main impact factors with the aim to determine tendencies of changes of logistics system and its activity, elements and processes in economic systems transformation view, i.e. were identified vulnerability factors of the logistics system. The authors found two viewpoints on logistics systems in context of economic system transformation: as a part of economic system (directly dependent on it) and as a selfdependent system (servicing the economic system). At this research step it was found the main evaluation parameters of all systems: system’s elements, its connections and totality (wholeness) criteria, which show the static and dynamic nature of the systems. Economic and logistics systems pursue the equilibrium, which could be ensured by macro environment of the system subjects’ activity and influence measures on them as basic conditions. Macro environment of the system’s participants and influence measures, which determine its decisions, are divergent in different systems in qualitative view. The change of these two equilibrium parameters means the disturbance of the equilibrium of particular economics system and the beginning of transformation process to the other alternative system. It should be noted that transformation process of economic systems must be related to the concept of alternatives, because only alternative systems are exchangeable. During the analysis of particularity of transformation processes, it was noticed that transformation process is running with support of natural and simulated measures. Therefore, the change of ground parameters of the equilibrium, i.e. macro environment and influence measures, could happen on natural or simulated way. It was concluded that the transformation process could be formatted and directed considering conditions of the environment, qualitative reasons of transformation process, time and spatial criteria. These manipulations could be done by economic, social, political and legal measures, and its selections and use depends on economics systems type, transformation direction. The authors determined that economic systems transformation process is going by sinusoid, continual in long-term perspective and has cyclical attributes as perpetual transformation process of continually changing systems. So, logistics systems formation and change depends on the economic system position or stage in the cycle of economics systems exchange. The authors mention that continuance and content of the transformation process depend on formation of macro environment parameters of a new economic system; the start time of actions of new influence factors on systems participants; its adaptation level to new conditions of market; the change of the way of contemplation and function. The transformation process could last a very long period, if it would be ground and supported by natural evolution processes of transformation of economic systems. This notwithstanding the process of transformation could be reduced in case of the concordance of evolutional and revolutional ways of economic systems transformation (exchange). These processes determine main conditions of logistics systems formation and change. In accordance with logistics system nature and necessity of the main logistics systems function, i.e. distribution, formation of logistics system becomes an obligation for transformation processes of three economic systems: planned (command), market and mixed economic systems. The process of economic systems transformation changes all structural and functional parameters in logistics system, aims and tendencies of the logistics systems. In this case the nature of elements and connections of the logistics system are changing, e.g. ownership forms, reallocation of the property, movements of capital and investment process by qualitative, time and spatial criteria, quality standards for the material, information and finance flows, its tendencies.
